Leaving Australia After Working Holiday Visa, Come Back On Tourist Visa?

So i know the only way to do this is to apply for the tourist visa when not in Australia.
Has anyone ever successfully done this? How (un)likely is it to be granted the visa? The Immigration Department is a bit unclear on all of that.

    I want to return to Australia on a working holiday visa however I had one in 2003. I am eligable for another?

    DIAC is unclear because there is no firm policy and each application is treated on its merits.
    If you’ve just finished your WHV, their concern will be that you may actually want to come back to work which is of course illegal on a tourist visa or that you are a potential overstay risk for some reason e.g. if you’re in a relationship. You need to consider why you want to come back and what evidence you can provide that will convince immigration that you don’t present an unacceptable risk of breaking the conditions of a tourist visa – and that will be difficult, but not impossible to do. At the very least, you will have to provide evidence of sufficient funds to be able to fully support yourself without working. It’s not possible to advise you any further without knowing your circumstances.
